5 percent subsidy subsidy for rice exports

Why in the discussion?


Due to the increase in the minimum support price (MSP) of paddy by 13 per cent, the export of rice in India has decreased in the current financial year, keeping in mind the Center has announced to promote the export of grains.

Important facts

  • A note of the commerce ministry said that the export of non-basmati rice will get 5 percent subsidy from November 26 to March 25, 2019, under the Export-Oriented Export Scheme (MEIS) from India.
  • It is notable that after the permission for export in 2011, for the first time, the subsidy has been announced by the Center for the export of non-basmati rice.
  • The announcement of the Center for subsidy for export of non-basmati rice for the first time since its opening for export in 2011 is an important step as the production of rice in the country is expected to be around 99.24 million tonnes as per advance estimates of the Ministry of Agriculture.
  • The 5 percent subsidy offered under MEIS will definitely increase competitiveness in the world market.
  • The Central Government has fixed MSP of paddy for the normal variety of paddy by raising MSP per quintal of ₹ 200 and ₹ 1,750 for A grade paddy and Rs 1,770 for A grade rice.
  • With the permission to export non-basmati rice in 2011, it has created India as the largest rice exporter for many years.
  • It is notable that the major markets for non-basmati rice are African and Asian countries.

Regarding Export Planning (MEIS) from India

  • MEIS is a major export promotion scheme of the Government of India implemented by the Ministry of Commerce and Industry.

  • This scheme promotes the export of manufactured / produced and notified items in India.
  • The new Foreign Trade Policy, announced on April 1, 2015, states that the main areas which will be supported under the export scheme of goods from the country include items related to processed, packaging, agriculture and village industries.
  • To promote the promotion under MEIS, the countries have been categorized into three groups, with the promotion rates ranging from 2 to 5 percent.

About Dudhwa Tiger Reserve

  • It represents the best natural forests and grasslands in the Terai region of Uttar Pradesh, situated on the Indo-Nepal border in Lakhimpur-Kheri district of Uttar Pradesh.
  • This lowland Arc Landscape (TAL) consists of three important protected areas:
  • Dudhwa National Park
  • Kishanpur Wildlife Sanctuary
  • Katnellia Ghat Wildlife Sanctuary
  • Being the last viable home of the Royal Bengal Tiger in the state, three protected areas have been jointly constituted in the form of Dudhwa Tiger Reserve under Project Tiger.

Project Tiger

  • The Government of India launched 'Project Tiger' in 1973 to preserve the National Animal Tiger.
  • Currently, under the 'Project Tiger', the number of protected Tiger Reserve is 50.
  • 'Project Tiger' is an ongoing Centrally Sponsored Scheme of Environment, Forest and Climate Change, which provides Central assistance for tiger conservation in designated tiger states.
  • In 1987, the Dudhwa National Park and Kishanpur Wildlife Sanctuary were included in the Dudhwa Tiger Reserve under Project Tiger, whereas the Katarniya Wildlife Sanctuary was included in the Dudhwa Tiger Reserve in 2000. It is one of India's 47 Tiger Reserve .

Lowland Arc Landscape (TAL)

  • TAL is made up of India and Nepal Trans-border protected ecosystem; It includes the foothills near the Himalayas and 14 protected areas of Nepal and India.
  • This area extends to approximately 12.3 million acres (5 million hectares) and includes the Bagmati river of Nepal in the east and Yamuna river of India in the west.
  • TAL is the residence of many endangered mammals, in which there are more than 500 species of birds, along with the Bengal Tiger, Indian Rhinoceros, Gaur, Wild Asiatic Elephants, Sloth Bear, South Asian River Dolphins and Cheetal.
