Education of migrant children

Context


Recently, the Global Education Monitoring Report released in 2019 has revealed that education in the workplace is still a dream for 80 percent of the children of seasonal migrant families in Indian cities. Eventually 40 percent of the children of these families start working instead of going to school, where they are exploited.

The circumstances

  • According to this report, 'Building bridges not votes', in 2013, 10.7 million children aged 6 to 14 years lived in the house with a family member, who was a seasonal migrant and the youth of 15 to 19 years old 28 per cent was illiterate.

Why do people travel?

  • The agricultural base of rural areas does not provide employment to all the people living there.
  • Inequalities in regional development compel people to move from rural to urban areas.
  • Due to the lack of educational facilities, especially those highly educated people inspire rural people to move in urban areas to fulfill this objective.
  • Due to political instability and inter-caste conflict, people also go away from their homes. For example, due to unstable conditions in the last few years, a large number of people have migrated from Jammu and Kashmir and Assam.
  • The lack of poverty and employment opportunities inspires people to move from one place to another.
  • In order to take advantage of better tertiary health and financial services, people also migrate on short-term basis in search of better medical facilities.

The challenge is still

  • The Global Education Monitoring Report focuses on initiatives initiated by India at the local and national level, which aims at educating the children of seasonal migrants as well as reducing the impact of education on the basis of seasonal migration.
  • This report also places light on the positive effects of the necessary steps taken by India to improve the education of migrant children, but there are still many challenges which are yet to be faced.
  • With the increase in the population of the cities and the people around them, there is a need to meet the essential needs of education. Without statistics the governments continue to ignore such needs.
  • According to a survey conducted in Punjab, in 2015-16, 60 percent of the workers working in brick kilns were from another state. 65 to 80 per cent of children aged 5 to 14 years around the brick kiln work every 7 to 9 hours a day.
  • According to 77 percent of workers working in brick kilns, there is no provision of elementary education for children.
  • According to this report, the rate of migration from one state to another in the state between 2001 and 2011 doubled.
  • Between 2011 and 2016, nearly nine million people had migrated from one state to another.

Why in the discussion?

On November 22, 2018, the Prime Minister laid the foundation stone of the city gas distribution project in 65 geographical areas of 129 districts under the ninth round of CDG bidding.

key points

  • In order to move towards a gas-based economy, the Indian government is giving special emphasis on promoting use of environment friendly clean fuel ie natural gas as fuel / raw material across the country.
  • At present, the share of gas in the country's energy mix is ​​only a little over 6 percent and the target is to reach this level at 15 percent, whereas in this case the global average is 24 percent.
  • The objective of CGD network development is to increase the availability of clean kitchen fuel (i.e. PNG) and clean transport fuel (i.e. CNG) for the citizens of the country.

Benefits of CGD Scheme

  • CGD will provide support for various clean energy initiatives like government-establishment of ethanol blending, compressed biogas plants, increase in LPG coverage and introduction of BS-6 fuel for automobiles etc.
  • The CGD will also support the Prime Minister Ujjwala scheme as the supply of gas cylinders in the rural areas will increase by getting gas through pipelines in the cities.
  • Industrial and commercial units will also benefit from the extension of the CGD network as it will ensure uninterrupted supply of natural gas.

Government's Clean Energy Initiative

  • The Government is committed to promote the use of clean energy in the country and in this direction several initiatives have been initiated by the government in the form of LED bulbs, BS VI fuel, Bio-energy, International Solar Coalition, Prime Minister Ujjwala Yojana.
  • Supply of clean gas through pipes in more and more cities is also an important step in this direction.

Why not just natural gas?

  • Natural gas is a better fuel than coal and other liquid fuels because it is environment friendly, safe and cheap fuel.
  • Natural gas is supplied in the same way through pipelines, as if a person receives water through the tap.
  • This does not require cylinder in the kitchen, so this place can be used for any other purpose.
